Submit a lab test

• A lab report (COA) from an independent lab. Most come from buyers testing a vial they bought; vendors can submit tests they paid for too, which are marked and count at half weight.
• Upload the report and enter the numbers from it. Only admins see the file.
• An admin checks it against the report before it's added to the vendor's results.
